The Texas minimum ratio for infants under 18 months is 1 caregiver to 4 infants. This is the floor, not the ideal. The best infant rooms operate closer to a 1:3 ratio, particularly for newborns. Ask the director what the actual ratio is throughout the day — not just during your morning tour.

4. Teacher Qualifications and Turnover Rate

The quality of infant care is almost entirely determined by the people in the room. Ask about education requirements, CPR/First Aid certification, and — critically — how long the lead teacher in the infant room has been at the facility.

High staff turnover is one of the most reliable indicators of a poorly run daycare. Infants form attachment bonds with consistent caregivers — frequent turnover disrupts this and affects development.

5. Communication Style and Daily Reporting

You should never have to wonder what your baby did all day. Ask how the daycare communicates with parents: do they use a digital app to share photos, feeding logs, and diaper updates? How quickly do they respond to messages? Daycares using platforms with parent-facing apps tend to have more organized, professional communication systems.

6. Feeding and Nutrition Policies

For formula-fed or breastfed infants, ask: Can you send breast milk in labeled, dated bottles? How are bottles stored and warmed? What is the policy on introducing solids? Are staff trained on paced bottle feeding to prevent overfeeding?

7. Outdoor Time and Stimulation

A quality infant room will have a dedicated safe outdoor space for infants, age-appropriate tummy time and floor play incorporated into the day, and a balance of structured activity and free exploration. No screen time for infants (in line with AAP guidelines).

8. Your Gut Feeling on the Visit

When you walk into the infant room: Are the babies being held and talked to, or sitting in bouncers facing a wall? Do the caregivers seem genuinely engaged? Trust your observations alongside the paperwork.
