How to Choose a Licensed Daycare
Choosing a daycare is one of the most important decisions you will make for your child. With so many options and so much information to evaluate, it can feel overwhelming. This guide walks you through exactly what to look for — from verifying licensing to asking the right questions on your visit.
Step 1: Verify Licensing First
Every legitimate daycare must hold a valid state license. Before you visit, confirm the daycare is licensed by checking your state's online licensing database.
In Texas, search the HHS Child Care Licensing database at hhs.texas.gov. In California, use the Community Care Licensing Division site at cdss.ca.gov. Most states publish inspection reports, violations, and license status publicly.
A licensed daycare has passed background checks, facility inspections, and health and safety reviews. Unlicensed providers have not — and that is a non-negotiable risk.
Step 2: Check the Staff-to-Child Ratio
State regulations mandate minimum staff-to-child ratios by age group. For infants (under 18 months), Texas requires 1:4. For toddlers 18–35 months, 1:9. For preschoolers 3–5 years, 1:15.
Ask the director what the actual ratio is at the facility — it should meet or exceed the state minimum. High ratios mean less individual attention for your child.
Also ask about substitutes. What happens when a teacher is sick? Is there always a backup who knows the children?
Step 3: Look for Staff Qualifications and Turnover
Ask what training and certifications the teachers hold. At minimum, look for CPR/first aid certification, and preferably early childhood education credentials.
High staff turnover is a red flag. Young children form strong attachments and consistency matters. Ask how long the current teachers have been with the centre.
Good daycares invest in ongoing staff training and professional development — ask whether staff attend workshops or hold CDA (Child Development Associate) credentials.
Step 4: Evaluate the Space and Environment
The physical environment tells you a lot. Look for clean, bright, age-appropriate play areas. Are toys accessible and safe? Are outdoor spaces secure and well-maintained?
Check the nap area — are cots spaced appropriately? Are sleep policies safe (on-their-backs for infants)?
Is the space stimulating without being chaotic? A good daycare balances structured learning with free play.
Step 5: Questions to Ask on Your Visit
• What is your childcare philosophy?
• How do you handle discipline and behaviour?
• What does a typical day look like?
• How do you communicate with parents — daily reports, apps, pick-up conversations?
• What is your sick child policy?
• How do you handle emergencies and accidents?
• Can I drop in unannounced after enrollment?
• What is your policy on photos and social media?
Red Flags to Watch For
• Staff seem stressed, disengaged, or speak harshly to children
• The director is reluctant to answer your questions or show you around
• Children are unsupervised or the space feels chaotic
• The facility is dirty or in poor repair
• Vague or missing policies on behaviour, health, and emergencies
• No visible license or refusal to provide the license number
• High turnover — you meet a different teacher every time you visit
